While Photoforum New Zealand were preparing a special feature on the Vietnam war and its aftermath, their attention was alerted to the work of the Saigon Children's Charity which teaches photography to Vietnamese teenagers. They were impressed by the standard of the work and began to find a way to assist these young photographers. So they initiated a new award.

Consequently, on the advice of the Saigon Children's Charity, PhotoForum's committee decided to invite the Charity's current batch of aspiring photographers to submit their portfolios to a judging panel, for cash prizes and exposure on PhotoForum's web site. In addition, PhotoForum will finance a Saigon Children's Charity Scholarship, to put a child through school for one year, and explore other possibilities through photography.
